Lex Inside | Maxime Seno : CPF, 10 years review and perspectives

Maxime Seno, partner, appeared on Arnaud Dumourier’s Lex Inside program (B SMART 4Change) to review the “Compte Personnel de Formation” (Personal Training Account).

The scheme celebrated its 10th anniversary last November, at a major symposium held at the French Ministry of Labor, and Centre Inffo reported extensively on this success at the Université d’hiver de la formation professionnelle (UHFP) in January 2025, which Veil Jourde attended.

Key points raised:

  • The creation of a genuine legal ecosystem, a vocational training market, governed by its own rules, mixing public and private law, regulated by the Caisse des Dépôts et des Consignations.
  • A very positive “business” assessment of the CPF: a real democratization and liberalization of vocational training, thanks to the law of September 5, 2018, in parallel with a “galloping” approach to the CPF, and the expansion of its perimeter at the whim of annual decretal reforms.
  • Structuring perspectives for the future, through an increase in controls by the Caisse, which wishes to monitor the use of funds more precisely (administrative control), and a rationalization of budgets.
